Project description

With more than 30 member organizations, the Black Canadian Community Cultural Centre of New Brunswick (BCCCC-NB) is proud to represent the largest network of Afro-descendant organizations in New Brunswick. The BCCCC-NB plays a crucial role in preserving and enhancing the culture, heritage and contributions of the Afro-descendant community. It also acts as an intercultural bridge, fostering exchanges with other communities in the province through a variety of community, cultural, educational and social projects and initiatives.

Incorporated in June 2024, BCCCC-NB is committed to developing a five-year strategic plan (2025-2030) to redefine its vision, its mission, values and strategic orientation and development of its specific programs of interventions finally to strengthen the participation and engagement of black organizations and people in the community.

This initiative will be based on collective reflection and consultation with its members, as well as professional expertise. To ensure an inclusive approach, the consultant will organize a workshop to gather the expectations of representatives from the 30 member associations, artists, entrepreneurs and community decision makers. The consultant will also organize sessions for the validation of the strategic plan and the interim report, as well as a session for the validation of specific programmes including the budget of each programme for 5 years and the presentation of the final report. The specific strategy and programs will create a strategic framework that will guide BCCCC-NB’s interventions to improve the lives of Afro-descendants in New Brunswick, by promoting their access to economic opportunities, social and equitable, and recognition of their heritage and contributions in various fields in Canada.

Project objectives

The main objective is to design a five-year strategic plan (2025-2030), and its specific programs of interventions, with a view to:

  • Redefine the vision, mission and values of BCCCC-NB.
  • Develop targeted programs to strengthen the inclusion, participation and engagement of members of the African – Canadian community in the various social, cultural and economic aspects of the province.
  • Promote greater recognition of the heritage, culture and contributions of the people of African descent in Canada.
  • Create a strategic framework to guide BCCCC-NB interventions over the 2025-2030 period.

Expected results

At the end of this assignment, the consultant will be required to deliver the following results:

  1. A comprehensive strategic plan for the 2025-2030 period of BCCCC-NB.
  2. Specific interventions program document, including pillars of interventions, clear objectives, activities, schedule and budgets for each program, for a successful implementation over the next 5 years.
  3. Reports of validation sessions with stakeholders to ensure buy-in and ownership of documents.

Tasks and responsibilities of the consultant

The consultant will:

  1. Document review and context: Analyzing the existing internal documents (vision, mission, activity reports, feasibility study etc.) to understand the current BCCCC-NB framework and community needs.
  2. Consultations and workshop: Organize a workshop and consultations with the 30 member associations, artists, entrepreneurs, as well as community decision makers to gather their expectations and perspectives on BCCCC-NB’s vision and programs.
  3. Writing the Strategic Plan in two official languages (French and English): Develop a strategic plan for the period 2025-2030, including vision, mission, values, niche diagram as well as clear strategic objectives, priorities and measurable results.
  4. Development of Specific Programmes:
    Develop detailed intervention programmes, including objectives, strategies, activities, measurable results, operational structure of the centre, an implementation schedule and a budget forecast for 5 years.
  5. Validation Sessions: Organize validation sessions of the strategic plan and specific programs, to obtain approval from stakeholders.
  6. Interim and final reports: Provide interim reports (for each phase) and a final report in two official languages, including a presentation of the results achieved and recommendations for implementation of the strategy.

Proposals must be submitted by email to: info@cccacnb-bccccnb.ca by April 25, 2025.

Proposals must include:

  • A presentation of the consultant or team of consultants.
  • A detailed methodology including data collection and analysis.
  • The implementation schedule.
  • The detailed budget.
  • References to similar projects.

Methodological approach: Relevance and clarity of the proposed methodology (20%)

Experience and expertise: Previous experience in similar projects and qualifications of consultants (50%)

Cost: Competitiveness of the proposed budget (20%)

References: Quality of references and testimonials from previous clients (10%)
